Cesar Silva
Cesar leads Y-USA's finance and technology teams, as well as oversight of the YMCA Employee Benefits Plan. He is responsible for ensuring the strong integration of operational and administrative functions at the national level. He is the staff liaison to the Audit/Finance Committee and the Investment Committee and is the Assistant Treasurer of the YMCA of the USA National Board of Directors.
With 22 years of Y experience, Cesar most recently served as the Executive Vice President & Chief Administrative Officer at the YMCA of Greater Charlotte, where he helped lead the Y’s navigation of the negative impact during the COVID-19 pandemic. Previously, Cesar served as the Executive Vice President & Chief Financial Officer for the YMCA of Greater Houston, where he helped retire over $25M of debt and secured an upgrade from Moody’s rating agency. During his tenure in Houston, Cesar also served as the chair for Chief Financial Officers of YMCA North American Network (YNAN), representing the largest Ys in the U.S., Canada and Mexico.
Cesar also served as the Vice President of Operations at the Gateway Region YMCA, where he held leadership positions in various areas of day-to-day operations. Cesar’s career began at the Rhea County Family YMCA in Tennessee, where he was first exposed to the work of the Y in the community. Creating positive social change and serving the most vulnerable youth and families continues to be his passion. Cesar has led a variety of national initiatives focused on innovation, international partnerships, membership and service delivery.
Cesar earned a bachelor's degree from Bryan College and a master’s degree in business administration, with a concentration in finance from Lindenwood University.
